Joshua Ulibarri
Vice President

Joshua E. Ulibarri is a Partner at LRP. Since joining the firm in July of 2003, he has worked hard to advance the causes of progressive issue organizations, labor unions, and candidates for public office.

Joshua's issue work focuses on equality and justice and includes projects around public education, poverty, the economy and budget, the justice system, health and science, responsible gun-ownership, the Latino/a community, and young voters. His clients include The Public Education Network (PEN), the Human Rights Campaign (HRC), Young Voter Strategies (YVS), Rock the Vote, The Latino Policy Coalition (LPC), La Raza, OneIowa, the Gay and Lesbian Task Force, the Humane Society of the United States, The Texas Freedom Network (TFN) and the Brady Campaign to Prevent Gun Violence.

His political experience spans the spectrum and includes managing research campaigns from United States Senate to city council races. In 2006 Joshua was a lead analyst for the Jon Tester campaign (D-MT), working to help Tester win upset victories - despite being outspent - in both the Democratic primary and general election for United States Senate. When his client, Arizona Together, defeated Proposition 107 in 2006, Joshua became part of the only research team to ever defeat a ban on marriage equality for gay and lesbian couples. In 2007, working with Massachusetts Equality, Joshua helped develop a message campaign around grassroots activism that convinced the legislature not to put a marriage ban on the ballot and thus protect marriage equality for gay and lesbian couples. He is the only pollster to ever help defeat both an English-only law (CO's No on 31! in 2002) and a marriage ban.

Prior to joining LRP, Joshua served as Senior Project Manager for The Feldman Group, Inc. During the 1998 election cycle Joshua served as an Assistant Analyst at Cooper & Secrest Associates. Prior to 1998, he worked as an opposition researcher for a statewide campaign (1996) following work as an organizer for the Utah Democratic Coordinated Campaign (1994). He served as a Legislative Assistant to Representative Pete Suazo (D) during the 1996 Utah General Legislative Session.

Joshua earned his Masters Degree from The George Washington University's Graduate School of Political Management in 2001; and in 1997 he graduated from the University of Utah with a degree in Political Science.
